Why fleet average CO2 matters
Fleet CO2 is no longer just an environmental metric. For large UK businesses, Streamlined Energy and Carbon Reporting (SECR) requires annual disclosure of energy use and carbon emissions. Company vehicle fuel consumption is typically a Scope 1 source — meaning it is direct and must be reported. Fleet managers who cannot produce a reliable CO2 figure face a gap in their sustainability reporting.
Fleet average CO2 also feeds directly into procurement decisions. Many organisations now set maximum CO2 thresholds for vehicles on their car choice list. Tracking the fleet average helps you model the impact of electrification — how many EVs you need to hit a target, and in what order to phase them in.

WLTP CO2 vs real-world emissions
The CO2 figures used here are official WLTP (Worldwide Harmonised Light Vehicle Test Procedure) values from type approval records. WLTP replaced the older NEDC test in 2017 and is more representative, but it is still a standardised lab test — real-world CO2 output varies with driving style, load, temperature and route.
For SECR and greenhouse gas reporting, most carbon accounting frameworks use actual fuel consumption — litres purchased — multiplied by an emissions factor, rather than WLTP figures. The WLTP values here are most useful for benchmarking and modelling, not for final audit-ready CO2 figures. For SECR submissions, consult your carbon accounting framework for the correct methodology.
